New Study Shows That Referendum C Would Effectively
Kill Any Real TABOR Spending Limit in Colorado |
| DENVER -- A new study released today shows that Colorado's
Referendum C ballot proposal would effectively kill any real spending
limit in the state's Taxpayer's Bill of Rights (TABOR) amendment.
The study was conducted by University of Colorado economics professor
Dr. Barry Poulson and was released at a capitol news conference this
morning by the free-market Americans for Prosperity Foundation and

Even if you can only vote with a mail-in ballot,
it is not too late to have your vote counted. You may drop off mail-in
ballots at your county clerk’s office. For example, Jefferson
County residents can use a drop-box at the Jefferson County Administration
Building (aka “The Taj Mahal”) just west of the intersection
of West Colfax and 6th Avenue. Call your county clerk for information
about where to drive to deliver your mail-in ballot. This election
may be very close – make sure you have your say!

Republican County Chairs Shun Referendum C |
| Referenda C & D, the tax and borrowing proposal on
Colorado’s November ballot, is getting a frigid reception from Republican
county chairmen across the state, according to a survey taken last
month.
When GOP chairmen in all 64 counties were invited to endorse passage
of C & D, only four of them did so. The other 60 came in negative
or neutral. Backbone America Citizens Alliance, a conservative group
headed by former Senate President John Andrews, conducted the survey
August 8-31. |

Colorado’s Taxpayer’s Bill of Rights imposes
sensible tax and spending limits on the state government, reducing
the burden on taxpayers and creating a better climate for economic
growth; but rather than make politically difficult belt-tightening
decisions, lawmakers have proposed Referendum C, a $3 billion tax
increase that will permanently change TABOR, increase the size of
government, and pose long-term fiscal risk. Thus, Colorado's

| Right now, the state of Colorado is under fiscal assault
from the spending lobby, those who think they know how to best
spend your money! The Colorado state legislature sent to this
fall's ballot an enormous, overreaching tax increase, known as
Referendum C, for voter approval. While the spending lobbying
has been crying "budget cuts," the state legislature passed the
largest budget ($15 billion) in Colorado history. Included within
this budget are increases in every line item including health
care, roads, corrections and a whopping 25 percent increase for
higher education. |
- MASSIVE TAX INCREASE
The state keeps all of YOUR excess tax refunds for five years.
- COST UNKNOWN The estimated cost is $3.1 billion or
$3200 per family of four. But because the state keeps all of YOUR excess
tax funds, that number could go much higher.
- FOREVER TAX INCREASE
Government is the one thing that defies the basic law of gravity: that
which goes up must come down. Once state spending has ratcheted up,
it will never go down because the highest level of spending will become
the new baseline.
- AMENDMENT 23 IS THE REAL PROBLEM
Mandated, unfunded K-12 spending has placed a strangle hold on the general
fund, each year consuming a greater percentage.
- OVERCOMPENSATION
Referendum C gives the state legislature more than 3 times the amount
of money it claims the state needs to “change the TABOR ratchet effect.”
What budget crisis? The state budget is at an all time high. It increased
to $15.2 billion, up 7% just this year. Enough to afford across the
board pay increases for all government employees.
